Putin states ‘illegitimate Kiev regime’ becoming ‘terrorist organization‘
He described the recent railway attacks in Bryansk and Kursk as “undoubtedly terrorist acts” orchestrated by Ukraine's political leadership. “The attack on civilians was intentional and further underscores our view that the ruling authorities in Kiev, who came to power through a coup, are morphing into a terrorist group — and their backers are complicit in these crimes.”
Putin explained that Kiev and its Western allies were previously trying to achieve a strategic defeat against Russia in combat. But now, faced with mounting losses and retreats on the frontline, Ukraine has shifted its tactics to terrorism.
“Today, in the face of heavy losses and ongoing withdrawal, the Kiev leadership has turned to organizing attacks to intimidate Russia.”
Despite these attacks, Putin said, Ukrainian officials are calling for negotiations and peace talks at the highest level. “How can we negotiate under these conditions?” the president asked. “Who talks to those who rely on terrorism?”
He insisted that the Kiev authorities are putting their own power above peace and human lives.
The two railway attacks — which resulted in the collapse of a bridge in Bryansk and a freight derailment in Kursk — occurred just days before a new round of peace talks in Istanbul and amid a surge in drone attacks against Russian territory. Moscow believes these operations aim to undermine peace negotiations.
A total of seven people were killed and more than 120 injured in the attacks.
