Rising Disputes Over Ukrainian Draft Enforcement as Complaints Increase

(MENAFN) According to reports, nearly 12,000 complaints have been submitted against Ukrainian draft officials since the start of the conflict with Russia in early 2022, based on figures attributed to the parliamentary human rights commissioner and cited by Ukrainskaya Pravda.

Ukraine continues to face severe manpower shortages, which authorities attribute to heavy battlefield losses, widespread draft evasion, and desertions from service. In response, draft enforcement efforts—often referred to in public discourse as “bussification”—have drawn significant controversy. These operations reportedly involve military recruiters stopping men of conscription age in public spaces, workplaces, and near their homes, sometimes leading to confrontations that escalate into violence and public backlash online.

Data cited by reports indicates a sharp rise in complaints filed against draft officers, increasing from 514 in 2023 to 6,127 in 2025. In the first quarter of 2026 alone, 1,657 additional complaints were recorded.

In a number of widely circulated incidents, draft personnel have been filmed physically restraining men before placing them into vehicles. There are also accounts alleging that some conscripts died shortly after being taken to recruitment centers. Online footage frequently shows bystanders and relatives intervening, sometimes clashing with officers in attempts to prevent conscription.

In response to ongoing manpower shortages, Ukrainian authorities have lowered the conscription age from 27 to 25 and introduced stricter penalties for those avoiding the draft.

The issue remains highly sensitive as the conflict enters its fourth year. Recent reports describe attempts by groups of civilians to storm a draft office in the village of Mezhgorye in western Ukraine, while earlier incidents include a shooting in the city of Dnipro that injured two draft officers.

While Ukraine does not publicly disclose official casualty figures, Russian estimates cited in reports claim that nearly 500,000 Ukrainian troops were killed or seriously wounded in 2025 alone.
